Ok, long story short...working on a DCUC Vigilante custom. Wanted to use Jonah Hex lower-body with Alan Scott upperbody. Turned out the Alan Scott torso didn't fit the waist peg Hex came with. Normally I'd try to swap out the waist peg but for some reason Hex is the only DCUC figure I know of where the waist peg is actually part of the lower waist. So I dremmeled it off since it fit neither Alan Scott's torso or the fallback plan of Dr Mind-Nite's torso. So I sanded down Alan Scott's loose waist peg and superglued it to Jonah Hex's lower waist. Which worked fine at first, with full range of motion at the waist. Except now the peg came loose from the lower torso and is attached to the upper torso. Since Hex had a belt I wanted to keep there's a extra deep space where the peg would be glued to the lower waist, but now I can't get the peg down deep enough (you can jiggle it up and down in the upper torso) to re-attach. Given up for the night, but since the superglue eventually came loose, does anyone know if there's a bonding agent more permanent/stronger than superglue?

Plastic epoxy! It's a to part and either you mix it or it has a syringe shaped tip that mixes it through grooves built inside. Usually has a weight bearing strength of around 200lbs but be careful! It is permanent!!!!! I've glued lower torso to lower torso the way you did. Make sure it's sanded, level, and clean!
