how do I remove the ball joint from a sleeve on an ml bullseye?

Definitely heat and pop. If you don't know what that is, just heat up some water for a few minutes in the microwave and toss the figure in the hot water. Let it sit for a minute and the plastic will get soft enough for you to just pop the joints apart.
