Sculpting shirts

How does one sculpt a shirt over action figure musculature? I'm aiming for the way ML Green Goblin's tunic is sculpted. What are some techniques used to sculpt a shirt while still showing the musculature underneath? Any advice would be appreciated.

I like to just ad little bits of sculpt inbetween the muscles to smooth them out a little and I sculpt wrinkles in there.
