What the best way to sculpt anime-style faces and spiky anime hair?

Anime is similar to doll faces. I would search youtube for a sculpting tutorial with sculpey. There are quite a few with that head style. The hair is easily done if you are using epoxy or sculpey in layers and then refined/sanded to shape after curing.
