sculpting robes and saving articulation

Hey all, I hope this topic isn't a sticky somewhere.
I have run into a roadblock with my current project involving an original character. The character has unique tattered cloaked robes that drape over the head and torso and has a front and back loincloth flap that extends down to the knees. I'm using a Mattel DC Universe buck and I would like to maintain articulation as much as possible.

Any suggestions or general pointers, to include parts and fodder? I was wondering if there was some sort of materiel I could use like a soft rubber or PVC. I saw a custom awhile back where the artist claimed he sculpted robes and drapery with rubber.
