Elizabeth from bioshock ideas

Hi, I want to make a custom Elizabeth from Bioshock Infinite with long hair and her original outfit from the beginning of the game for my wife. I was wondering if anyone has any ideas for a possible head and body. I don't think the neca one will work since outfit is way different and the figure is kinda pricey. I usually use marvel legends figures but not sure if any of them would work. Any help would be appreciated. Thanks
