Custom Agent Peggy Carter and Howard Stark

I am wanting to make Marvel Legend scale customs of both Agent Peggy Carter and Howard Stark but I am having trouble finding heads that resemble Hayley Atwell and Dominic Cooper even in the slightest. Does anyone have any suggestions?

Could the latest black widow from the winer soldier Infanite series work? The alternate head with the curly hair

Yeah try a Beverly Crusher head, maybe. Her face is shaped a lot the same, and I think you could pull it off.

For Howard, I bet a repainted, and with properly sculpted hair, Winter Soldier Sebastian Stan head would work.
