paint Q?* uv, clear coat

I need to paint a clear resin sculpt. with a translucent color.
but I would like it to reach to a black light.
--is there paint like that?
--or is there a way I can make/do that?

like a uv clear base coat with translucent blue over,or the other way around...?

any advice would really help
