where to get custom vinyl decals made?

while this isnt exactly figure related. but for another project im working on I need some one who can cut out custom decals from vinyl . but I need it in a negative, so basically I need a stencil of a design made from sticky vinyl may be a long shot,but I figured I throw it out there ,in case someone here has the abilty to print them or somthing
