How the heck do I make Marley Twists?

Ok, so I promised my lady friend a while ago that I would make a Magical Girl style figure of her because she had to sell off her dolls ages ago. Its been somewhat smooth sailing on making a lolita outfit and such on a NECA Chun Li, as she took very little alteration to make into a magical girl. I've hit the bump in the road that has me completely and totally stumped. How do I pull off making Marley Twists on a figure? If you don't know what those are, they are basically just large twisted braids that give a dreadlocks kind of look, without the hassle the dreadlocks come with. Any suggestions for a figure that has them that I can scalp or a way to make somewhat flexible ones would be incredibly appreciated. I so don't want this to look like crap.

Well she has twists, so I want to try and do the look of twists on a 1/12 scale figure. Luckily Chun Li also has a slightly larger than normal head, so it's a bit easier to work with.

Like those or dreads? If so I found a few real tutorials on YouTube. I`m sure it could be applied to figures as I just did it on some mohair I had laying around. I did the twists and the dreads, works great as I made a Rasta doll for my niece a while back, sorry no pics.
