Unknown Figure

I have this figure I've been trying to figure out for a while, with no luck of course.

All I know is the figure says 1998 Marvel Toy Biz, INC on the bottom.

Any help would be appreciated. Thank you DTM for the pictures.

Personally, he looked like some TMNT villain to me. I had some Silver Srufer figures back in the days, they got old, and then they went missing. Awesome stuff though...

There should be recognition for this stuff. I would have never guessed Silver Surfer. I've never seen a character that looked like that in all my 25 years of comic reading.

I am having a hard time finding out about this Action Figure. I've posted on a couple of other forums along with try and find it on Google. On top of that I just messaged someone at another figure site. What is this figure?
