I've used Ms Paint before, although it was a sprite comic I did just for fun! I don't know if this would work too well w/ hand-drawn style though...you could try it I guess.
I've got a Mac and it has a program called "Comic Life" which is really easy to use. However, once you create one, the file format may not be compatible with PCs (O.K., quit gloating all of you anti-apples, my computer is still light years faster and safer than yours!...MACs rule!). I haven't really tried to make one with action figures yet, just family photos and such. I do intend to take a stab at one some time in the future and perhaps I can figure out how to translate the files for PCs.
technically it all really depends on what level of stuff you wanna do. you could always do a graphic novel thing, like the Poison Elves comic, and have your pictures with the story written in the columns next to it. If you do that you could just post the pic and then write the stuff underneath it.
With paint I don't see why you couldn't copy past a word ballon, or text box, and then write your dialog. It might be a bit difficult to "blue screen" pics or whatever, but if you don't need to add elements digitally then it should work. I've not tried so I can't say for sure. Can't hurt to play around with it and make some test shots.
