Blackout in Siege?!?

As seen in comics like the New Avengers, the Hood has assembled his own super-villain army. Among them is Blackout, a Ghost Rider villain who is a pseudo-vampire and can make light disappear in his immediate viscinity.
In a recent group shot of the Hood's army, Blackout is there....but it's the wrong one! It's the Masters of Evil Blackout, who died decades ago from brain trauma, fighting Baron Zemo's conditioning!
So, my question is, when reading Bendis's plot outline for New Avengers, did new artist Stuart Immonen confuse the two villains and draw the old, deceased one (and Marvel's editorial staff didn't bother noticing), or is there a recent development I'm not aware of?

It could have been a simple homage just like in Countdown to Infinite Crisis: Rann Thannagaar War Blue Falcon and Birdman & Avenger are all on a group shot even though those three aren't even DC characters let alone the same species as Hawkwoman.
