Sculpting Hair

So I am making an anime figure and I am kinda torn on how I should sculpt the hair. Should I sculpt from the front to the back, or put on hair layer by layer?

Oh man, spiky anime hair is rough lol

I saw a pic, looks like his hair is swept back? I say start making the "spikes" in the back of the head first and work your way forward. That way you'll automatically get the proper layering effect by having the forward layers rest over the back layers.
