Help needed with skirt/dress

Custom WorkstationHello guys, been a fan of this site for quite some time and have finally taken the plunge in regards to customizing action figure. However I have hit a slight road block with one figure in particular and I was wondering if some one could offer some help. recently I purchased a bulk of cheap action figures based on the recent DC animated films ( Son of batman, Throne of Atlantis etc ) and I am planning on turning them into my own characters from my own short film. I chose these figures as A) They were cheap B) They are streamlined and clean (toon like) which is a look I'm hoping to achieve with my final figures.
Anyway, to cut a long story short I am trying to figure out a way to add a dress/skirt to one of the figures.

What/how do you guys suggest I go about this? I don't want to create the skirt in Milliput that is moulded to the leg, and I don't want it to be a rigged skirt, I want the legs to be able to move. Am I looking at having to create a fabric skirt?
I would be grateful for any ideas/comments/suggestions.

I added/modified
- Trainers
- Fabric Skirt
- Fabric cape
- Belt
- Mask
- Ridges to the sleeves/neck line
- Smoothed out the pony tail
- Smoothed out the breast (As they looked silly before)
All in all it took Three days start to finish as I made three at the same time
Now to make the rest of her team!
