He's flat (two-dimensional ?)
any good base figure ideas/toys to start with ?

I guess he could be 3D - he appears to have articulation.
Are there any manufactured figures out there that are very flat, relatively speaking ?

Off the top of my head, maybe Scud, from the Indie Spotlight series.
Maybe try the art store and find a little wooden "reference model figure", or whatever they're called.
You can also try getting some Revoltech joints off ebay and rigging them together with wire. I really can't think of any super flat figure

If he's 2D then a 3D fig would look weird...although a 2D fig looks just as weird haha
I'd say experiment with making a skeleton out of twist ties, print out the body parts and attach them. Maybe laminate the parts for durability.
