How do you print images/graphics to scale using Microsoft?

I don't know what you mean by "microsoft"

Most people use the free image editors you can find online, or download a torrent of Photoshop if you know what you're doing.

You can also try the local print shop, take all the images you want printed and work with them so they can resize and print them out for you on label paper, or even waterslide paper.
