I say get a corded one with a Flex Shaft (look for used or on sale), because to make the cordless convenient you either have to have it plugged and charging all day everyday or buy extra battery packs, that ends up costing the same as the corded.
Dremel 3000 is nice, though better if you have medium to large hands.
Up to 15K-20K RPM is all you need, I rarely go past 15K because you melt/warp the plastic with heat.
The Proxxon ones are supposed to be good, but holy crap, 50 to 80 bucks? No thanks lol.
