A few years ago Hasbro chose several creations from the Kindle Worlds GI Joe fan fictions and had a Fan Vote for one to be made into a figure for their 50th Anniversary line. Blackjack didn't win. But I thought he looked interesting and hadn't seen many customs of him around. I never read the books so all I had to go on was the brief character blurb for the contest, and one black and white collage of images.

So everything from color scheme to parts I had to come up with on my own. His head made me immediately think of Oliver Queen so that seemed like a good starting point. Since he was a bodyguard for a young Baroness, I figured he'd be older, hence the grey hair. The rest was just kind of decided upon on the fly. But I'm happy with the results.
