This is a Mystique based on her appearance in Uncanny X-men #141 and #142, specifically the first splash page of the latter with the second iteration The Brotherhood of Mutants. The base body is Marvel Legends Shriek, the head of from the Marvel Legends Stepford Cuckoo's with sculpted hair. The forehead skull and half of the skulls on the skirt are from the Marvel Legends Series 10 (Sentinel) Mystique, and the smaller ones are from the Walgreens Exclusive Marvel Legends Mystique.
