I removed the straight jacket and then cut off the 'ice scream scooper' bits on the arms. I then put on a doctor who Doctor trenchcoat. The tie was from a DC Direct Black Mask and the head from a Dark Victory Commisioner Gordon with updated glasses and modded chin to look more like Gary Oldman. I also gave him a pistol and a police walky-talky. It was then painted in the correct colours.
