These twisted magicians assistants are found in Svensons Magic Theater in Condemned 2. There are only four in the whole game, granted they turn out to be figments of your imagination brought on by the Magic Man's influence. While not especially weak in terms of damage dealt, I've seen them seemingly hurt themselves by throwing a puch and missing. Their scant outfits, typical of their profession, are somewhat damaged for reasons unkown. They are pinned to a wheel when first you see them but the points don't correlate with the damage.
