Started with a Ken head from Street Fighter. Resculpted the hair, sanded the shoulders so the paint doesn't rub off (a Comicustoms! standard procedure), knees and elbow joints. Took an M. Bison cape, sculpted shoulder pads (kinda like Nightcrawlers and Starfox's). Sculpte chest sybmbol. Paint and voila! I will be adding some dark blue highlights to the black costume areas.
