I love this character, and I feel that it should be made into action figure.
The recipe: I used the Thing (1st movie) figure because it has same body type with The Goon. Then I sand the whole body and fill it with epo putty. Cut away some of the leg part too make it smaller, then sculpt it to create the pants. Also sculpt the head and the face, and finally add the hat.
