It has been awhile but I have started back up again. I saw Phillip Tan's Black Bolt and had to try to emulate it. Here is my rendition of his interpretation. I started off with Marvel Select Captain Marvel, removed the hair, and added apoxie sculpt to smooth out his head. I sculpted the gloves, the base of the tuning fork, masked the appropriate areas to get his costume design, and repainted. The wings were made from cloth with a black sharpie used to separate his "feathers", and the tuning fork on his head was made from wire. The background was made by my wife using copic markers.

Nice. For an even better effect, try printing the same graphic on an overhead transparency sheet. You can get special ones made for inkjet printers. As long as you isolated the bolt effect so it fades out at the edges (a quick lasso + feather + delete in Photoshop) it would look even *more* awesome.
