When his dad was murdered, Joe Cartelli vowed the revenge of his father by fighting a war on crime. He originally had no super powers and all his powers come from a belt that generates a forcefield. He donned an identity concealing outfit and called himself The Blue Shield. In his civilian life he worked his way up all the way to the assistant of a crime boss, but only to destroy it from within, because his friend was killed by the crime boss Bo Barrigan, due to his inability to pay off the debts from building the belt that originally gave him his powers. Now he no longer needs the belt, due to prolonged exposure. He has replaced Quasar as security director for Project: Pegasus.
