When the Heroes <Ie: Captian America Iron Man The Avengers and the Fantastic 4> sacraficed themselves to stop the being known as Onslaught Baron Zemo had the idea to mascarade his Masters of Evil as New Heros the Thunderbolts. Abe Jenkins was known as the villian The Bettle who we all know got his butt handed to him by Spidey DD and countless others> When Zemo came to him he jumped at the chance. Little did he know Zemo would son out the group as the villians that they were. The team revolted agaist Zemo and became actual heroes. Latter as the team disbanded Jenkins who just got out of jail vowed to restart the T-bolts.
