Still from SNK King of Fighter, he is: Kim Kaphwan, a Korean Taekwondo fighter. Made him from SOTA Ken, add and sculpt some detail (here and there) and paint it with acrylic paint.

That is a real clean looking custom. Kim was my favorite character to play in Fatal Fury waaaay back in the day. Nice to see him get some love.
