From Capcom Street Fighter Alpha: Charlie Nash. Made from SOTA Guile, add a few details and tailoring the jacket and his glasses. Paint it with acrylic paint as usual.
It's a well crafted figure, but IMO it could use a little tweaking here and there to improve the look, the jacket color should be more yellow-ish,and the face could use a little more smoothing,but that's just me being very picky, this is a good custom nonetheless.
