Piper first appeared in Power Pack #12 (July 1985) and is a member of the Morlocks, a group of disenfranchised mutants who live in the sewers and abandoned subway tunnels beneath New York City. With his mutant ability to control animals via the playing of his flute Piper most often summoned the sewer-dwelling rats to do his bidding.
