The embodiment of the Wrath of God, the Spectre has existed since the end of the Morningstar's rebellion. Originally the fallen Angel Aztar, he repented and was made the embodiment of God's anger as penance.

The Spectre has always been bonded with a human host for guidance, always after the host had met a violent end that cried out for vengeance. Near the start of the 20th Century, this host was policeman Jim Corrigan.

Eventually, though, Corrigan's spirit was allowed peace, and passed over. The Spectre carried on his work, but was now unguided, leading to him being tricked into merging with the fallen angel Asmodel, who used the power of the Spectre to freeze Hell and release hordes of demons on the Earth. The heroes of Earth scrabbled to solve this crisis, first by attempting to reunite Corrigan with the Spectre. When Corrigan refused, they sort out another host: The dead hero known as Hal Jordon.

After reigniting the Sun during the Final Night, Hal found himself in Purgatory. Offering his aid to the heroes during the crisis, Hal eventually entered the Spectre to plead his case with two others, the Demons Asmodel and Neron. Each Demon made their case: Asmondel, that he and the Spectre were the same, both outcasts, and that Heaven must pay for that. Neron, that they were both instruments of Vengeance,that together no soul would escape them. Hal...

Hal could not state his case. He collapsed in tears, stating that because of his crimes, his murders and inflicted pain on his loved ones, that vengeance wasn't his. It was theirs. He didn't deserve power: he deserved Punishment.

And the Spectre chose him.
