This is a kit bash, but he is based on Deep Six when he appeared dressed like this in his first appearance in the Marvel comics of Gi Joe A Real American Hero back in the 80s.

Torso, arms - 25th Firefly blue version
Crotch, legs - 25th Cutter
Hands - 25th Wild Bill
Hat - MU Luke Cage
