Blue Shield was created using the upper torso of Marvel Universe Dark Phoenix 2-Pack Cyclops, the legs of the Marvel Universe "Ultimate Gift Pack" Captain America, and the head of a Red Guardian from the Captain America "International Heroes" 3-Pack, slightly modded.
