That's great, those red and white lines are so straight!
I didn't think about the red being to glossy until I read the comment, now I too think it would look better matt.
The head is OK, I don't really like Bullseye's head for making masked figures because of... I don't know. Face-Off Captain America is great for it, but hey that's just what I think!
Great job nonetheless (and the belt looks nice!)

I'm not sure how well a matte would do over already glossy paint... you could certainly try it though.

Punstarr - yeah I think so too about the red paint...do you think I should use a clear matte paint to remove the gloss?

Very cool custom! My only critique is that the red looks so glossy compared to how flat the blue looks. Is that just the flash?

Great job on the details! Very impressive! This is one character that I've been wanting to make but the paint job keeps scaring me away. You did awesome!
