This is Blind Faith from the Soviet Supremes/Winter Guard team, one of the lesser known characters. Working on the rest of the team, will be posting (most of) the rest of them soon (hopefully.)
The base is a movie Joker and a Wonderman head. Green Stuff for the stache/goatee/spit curl and the collar. Tamiya and Testors for the paints, Dullcote to seal.
