Damien Scott from the TV show Strike Back. Started with a repaint of Sam Fisher, and did his outfit based on one of the episodes, I think the one where they're out in the dessert and hold up in a house. The colors are a bit off on the vest, but all the right pouches plus his gun and knife are there, and the canteen on the back.
