Here is a old school villain for you, the Cobra Commander look-alike who goes by the name Dragon King! He took on the All-Star squadron a few times and even got some airtime in a DC animated series. He was a basic Deadman base with a new sculpted head and new cape. Pretty obscure, but he looks cool and has an crazy big collar!
