I used a Bucky Cap base figure, with a bare minimum of sculpting on the face, as he was pretty much all ready for a Union Jack. The belt buckle I took from a Play Arts Kai Vincent (I think; he had a red cape and a metal hand...).

Gave the figure a blue coating, then spent far too long on the flag; if I'm honest I'm still not 100% satisfied on it. Gave the boots and belt a light dry brushing of brown, and then Bob's your uncle.
