Shield Director Nick Fury. Basically a kit-bash with painted the Arms and Coat. He's Kinda short but I don't mind.

Body and Arms: GI JOE RISE OF COBRA Snake Eyes Paris Pursuit.
Legs:GI Joe Rise of Cobra Cobra Commander.
Head and Hands: Iron Man 2 TRU Exclusive Movie Series Nick Fury.
Coat: Wolverine and the X-Men Cyclops.
