In my Joeverse America has collapsed due to some sort of EMP strike and the Joes are basically Vets, Police, and Civilian army trying to take back one city at a time from the enemy. Destro and Cobra Commander don't see eye to eye and are two separate factions fighting each other, at any one time one city can have cobra fighting the iron grenadiers and Joes all at once, so I figured Destro needed to be out in the field commanding his armies.
