Thanks man. This is the Scott Summers from the Age of X storyline, it's an alternate reality thing similar to Age of Apocalypse. In that reality he never became Cyclops and was known as Basilisk. It's been a few years since I read it but if I remember correctly Arcade removed his eyelids so he couldn't control his powers and used him to kill other mutants in the prison where he was kept.
