From the little bit of research I did searching for images for Dr. Psycho, it would seem he is likely one of Wonder Woman's oldest foes. Started with a Hornswoggle base, thinned down his jawline and cheeks. The jacket was modified from Zartanna, Green Stuff to fill in the rest along with the other suit and tie details.
