The 80's Ratking design was one of my favorites. So dirty and thrown together, so ridiculous and villainy. Wonderful.

First I chopped the head from a random TrueHeroes figure and epoxied the face wrap. Next grabbed a random large MU body (Warpath) and created the texture of his shirt using that spray stone spraypaint stuff. Next epoxied the rest of the body wraps and his uh...loin cloth? Shaved the neck down and sprayed him with a base coat. I tried to match his as close as I could to the source photo.
Paint and DONE.
