This is Green Arrow's villain Merlyn the Dark Archer. The figure mainly made of GI Joe parts. The head is Retaliation Zartan with sculpt hair and goatee. The torso, legs, and skirt are from different Storm Shadows. The arm is from Retaliation Para-cobra trooper, I think that what they are called?
